Do Human Eyes 'See' Like Cameras? A Look at the Resolution & Frame Rate of Vision

Article:
      In the article asked a question do human eyes see like cameras look at resolution and frame rate of vision. In the article says basically know and also the video and the video the guy shows us and tells us that our eyes see no difference between the separate frames of the video so when you see three frames of a ball moving from left to right as slow enough pattern pills just see the pictures but he speeded up fast enough our brains can't recognize that there is three individual frames but it just shows us that the ball moves gently from left to right. And when I just often think I just remember a look outside on a summer day thinking it's just so amazing the things that are brain and eyes can do flipping an image that is seen upside down to the right side view in milliseconds of milliseconds before we even think of seeing it.
Opinions:
     In my opinion I think this subject is a very cool thing to learn.
     In my opinion this is the most important part of filmmaking.
Question:
     I wonder why we see images truly upside down in their brains which is it?
